Another big security exercise is on the cards. Modi Government brought several legislative measures within the span of first 75 days including unexpected resolution on Article 370 and bill bifurcating Jammu-Kashmir State into two Union Territories. This Kashmir issue forced Union Government to put entire Jammu- Kashmir into big security cardon to prevent any untoward incidents. Again, within few days, one more big security exercise is in offing. The first 100 days of Modi Government looks as if full term work was undertaken.
The National Register of Citizens popularly known as NRC will be published on 31st August 2019 as per directive of Supreme Court. Though its name reflects Nation but it is confined to Assam only. The segregation of people into legal citizens and illegal immigrants was undertaken as per Assam Accord reached in 1983 between Union Government headed by Rajiv Gandhi and All Assam Students Union. Though Accord was signed during Congress Government, it was put on back benches subsequently. Later, Supreme Court intervened on the petition filed by Sarbanand Sonowal, present Chief Minister of Assam and then leader of Assam Gana Parishad directing the Government to publish NRC in time bound manner. In the last term of Modi, it was hastened up and now reached its climax.
Several lakhs of people will be declared illegal on 31st of August. Government is expecting lot of law and order problems after its publication. On one side, North Western part is in serious law and order situation and by another 15 days, North Eastern part is also expected similar boiling situation. Assam Chief Minister requested army/ para military units to control the situation. Country is passing through toughest phase of security situation. More than 100 companies of armed forces are expected to place in sensitive places in Assam. By that time, we hope that Jammu-Kashmir restores certain normalcy. The first 100 days of Modi Government is passing through difficult law and order situation. The first one was initiated by Modi in the interest of Nation and second one is reached its boiling point after big exercise for the last one decade.
The NRC issue is becoming very sensitive issue. The Bangladeshi illegal immigrants are expected around 40 to 50 lakhs, the final figure is yet to arrive. In fact, the figure will be around 80 to 90 lakhs if West Bengal and other areas are taken into consideration. It is a big dilemma what to do with all of them. As on now, it confined to Assam only. But BJP promised to extend NRC to the rest of the country also. Another important aspect is the further segregation of these illegal immigrants. BJP wanted that non-Muslim immigrants be granted citizenship because they are persecuted by the majority Islamic community in neighbouring countries and they can be treated on par with refugee status. Muslims immigrants came for green pastures, they should be treated as illegal immigrants only. This posture of BJP may result in big civil strife in the coming days.
Finally, it is to be watched carefully. One side, Kashmir issue and second side, illegal immigrants issue in entire North East and West Bengal. It is a big test to Modi Government. Hope , everything will settle smoothly over a period of time.
